1. What is a Top Level Domain (TLD)?

A top level domain (TLD) is the suffix that is attached to the end of a domain name. For instance, in the domain name companyname.VN, ".VN" is the TLD. There are two types of top-level domains: generic and country code. The generic Top Level Domains (gTLD) were created to be used by the Internet public, while country code Top Level Domains (ccTLD) were created to be used by each individual country, for the Internet public.

5. Can I register more than one .VN domain name at a time?

Yes, you can register more than one .VN domain name at a time. There is no limit as to how many domains an individual can have registered, certain restrictions may apply.


6. What is the term (how long: one year, two years, etc.)

The minimum term is one year, but you can register up to 10 years.


7. What is the cost to renew a domain?

It costs $105 U.S. Dollars to renew a 3rd Level domain name/ per year and $205 to renew a 2nd Level domain name/per year.


8. What is the cost to transfer a domain?

(a) Transfers-In to HI-TEK from another Registrar

The transfer-in service cost is free of charge. To complete the transfer in process, the Registrant must obtain from the current Registrar 1) their consent to the transfer and 2) the Authorization Code assigned by the current Registrar, both to be documented on the transfer in form.

(b) INSTRUCTIONSFOR REQUIRED PROCEDURES
FOR TRANSFERS TO A NEW REGISTRAR


The transfer-out service fee is $150.00 USD per domain name. VNNIC requires that the new registrar be an accredited .vn Registrar. A transfer-out requires the consent of new (gaining) Registrarand the current Registrar (Hi-Tek LLC), an acknowledgment that the existing service agreement is terminated, and payment of the transfer fee and if necessary, the renewal fee for applications submitted within 60 days of domain expiry. All applications must be submitted on HI-TEK’s current official forms (current forms are posted on the website). Before transfer-out authorization codes are issued (¶¶ 12-13), the following procedures must be followed.

1. Update the Database First

.To avoid delay, you should verify that the information in the database is current and complete, and make any updates needed. All information in the transfer-out must exactly match the information in the database. The administrative, technical, and billing contacts in both must list the name of an individual(not just a department) and include their personal identifying information. If submitting an application for pre-approval, all forms (including the authorization and payment form) should be completely filled out (without signatures or notarizations).

2. Transfer-Out Form

A separate transfer-out form is required for each domain name (FORM FOR CHANGING .VN REGISTRAR), which must be submitted directly by the Registrant (domain name Owner) or by the authorized administrative person who manages the domain name. The information on this form must be complete and must exactly match the data in the Whois domain name records. If the contact information for the domain has changed, you should make the changes in the database before submitting the application.

2.1. Who can sign the transfer-out form: the administrative contact usually signs the transfer-out form, in which case an authorization form is needed. The authorization must be signed by the Registrant and include the name of the person authorized to initiate the transfer. Both the Registrant and the authorized person must sign the transfer-outform.

2.2. If the Registrant is an individual (a person), there is no need for the authorization if he/she is the administrative contact in the database.

2.3. If the Registrant is a company/organization, and the administrative contact is someone within their company, the Registrant can submit the package directly, but both must sign the transfer out form.

2.4. In most cases, the form package is submitted by the reseller, since the administrative contact is usually someone employed by the reseller.

3. Authorization Form

3.1. The authorization form may list multiple domain names (use the additional names attachment).

3.2. The person signing on behalf of a company must provide authorization for the transfer-out domain(s) using HI-TEK’s AUTHORIZATION FOR TRANSFER-OUT .VN DOMAIN Form (please insert Registrant’s Letterhead log on top of the form if possible).

4. Proof of Identity

4.1. Notary Statements. VNNIC updated its privacy policies regarding proof of identity. Instead of providing color copies of the government ID (passport/driver’s license), you may instead prove identify of the person whose signature is notarized by having the notary public include a “Notary Statement” with all of the following information: 1) the type of governmental ID; and 2) the ID number; and 3) the ID expiration date. This procedure is optional buthighly encouraged to protect the signor’s privacy rights.

4.2. If an individual is the actual Registrant, the Registrant must provide a notarized signature AND include proof of identity (copy of driver’s licenseorpassport)ORthe Notary Statement as described in ¶ 3.1.

4.3. If an entity (company or organization) is the actual Registrant, the person signing on its behalf must either provide a notarized signature OR include proof of identity (copy of driver’s license or passport)OR the Notary Statement as described in ¶ 3.1.

5. Both the FORM FOR CHANGING .VN REGISTRAR and the AUTHORIZATION FOR TRANSFER-OUT .VN DOMAIN form must be ink-signed and notarized.

6. The domain name expiration date must be more than 60 days after the date the request is submitted; if not, the domain name registration must first be renewed for one (1) year;

7. The “Form for Changing .VN Registrar” or “Authorization for Transfer-Out .Vn Domain” Form are valid for thirty (30) days from the date signed by Registrant);

8. Payment of the $150.00 USD transfer-out service cost per domain by credit card or Ecard and submission of the HI-TEK “Credit Card Payment Authorization Form” must accompany the request;

9. 9. Registrant’s acknowledgment that its existing service agreement with HI-TEK is terminated without further obligation for the domains transferred out; and

10. Registrant must verify the accuracy of the information provided on the documents by signing, dating, and affixing a company seal (for entities), notarization is required.

11. Pre-Approvals

To make the process go smoothly, and to save time, you are encouraged to email the completed (but unsigned) form package to transfers@hi-tek.com for preliminary review. If there are problems, you will be notified of the necessary corrections. This will enable you to avoid having to go back to the client to have something signed and/or notarized again.

12. Submission of Fully Executed Transfer Domain Application

The completed application package should be emailed to Transfers@Hi-Tek.com at the same time the wet signed hard copy original application is sent by Certified Mail or DHL, UPS, FEDEX (Tracking number requested).

13. Transfer-Out Codes


The authorization code is issued on receipt of the complete ink signed application package.

COMMON REASONS FOR REJECTED TRANSFER REQUESTS

The domain name transfer-out application may be rejected for any of the following reasons:

• The information on the transfer-out form does not match the database.

• Wrong/outdated forms submitted. Please use the official Hi-Tek forms available on the website (or request them by email from transfers@hi-tek.com).

• All required fees are not paid, or payment is declined.

• Expired signatures. The “Form for Changing .VN Registrar” and/or the “Authorization for Transfer-Out .Vn Domain” expired (over thirty (30) days from the date signed by Registrant).

• The “Form for Changing .VN Registrar” (Transfer-Out) was submitted or signed by an unidentified or unauthorized party not listed in the Whois domain name database, and not the owner or authorized administrative person.

• The New (Gaining) Registrar is not an Accredited .VN Registrar.

• The domain name was registered less than sixty (60) days before the transfer-out application was submitted.

• The domain name was transferred to us less than sixty (60) days before the transfer-out application was submitted.

• The domain name Registrant was changed less than sixty (60) days before the transfer-out application was submitted.

• The domain name was placed in a locked status by the Registry (VNNIC)or by the current Registrar.

• The domain name expired before the transfer-out application was submitted.

• The Registrant is the debtor in an active bankruptcy proceeding.

• There is a pending dispute concerning ownership of the domain name.

(c) Transfer between Resellers

The transfer between HI-TEK Resellers service cost is $100.00 USD per domain. To complete the transfer between Reseller’s process, the Registrant must obtain from the current Registrar 1) their consent to the transfer and 2) Submit the internal transfer application copy to HI-TEK for preliminary review and pre-approval. 3) Submitting the completed application package should be emailed to Transfers@Hi-Tek.com at the same time the wet signed hard copy original application is sent via DHL, UPS, FEDEX (Tracking number requested).

9 . Are there any other fees involved that I should concern myself with?

The cost to process a DNS change is $40 USD per domain name/ transaction


10. What information do you require to register a domain? Do any “off line” forms need to be filled out and signed? If so, may they be faxed or emailed as an attachment?

You can provide standard information to register a .VN domain name with us. This includes: Registrant, Administrative and Technical, Billing and Email Contact Information, along with specified DNS (Domain Name Server) and IP address (minimum 2).

We do not process or accept any offline forms… we are making it easier, faster and more secure for you to register .VN domain names online at our dotVN site.


11. How long after the date of submittal to your registry, does the registration process take? How long does it take to perform a transfer?

It will take about 24 - 36 hours after submittal for approval to take effect. Sometimes, it will take longer depending on the nature of the registration. It will take about 5-10 days to perform a transfer.


12. Once I have registered a .VN domain name with you, then where I can host it?

You can host it with any ISP of your choice. If you want it to be hosted by an ISP outside of Vietnam, then we need a minimum of 2 DNS (Domain Name Server) to do so.


13. When can I use my .VN domain names?

All names are subject to approval by the government of Vietnam, subject to the domain name registered not violating any other parties rights (infringe, violate any trademark or intellectual property rights) and shall not be used in bad faith. We anticipate this DNS activation process will take about 12-24 hours after you have received our email notice of the domains approval.


14. What do I need in order to register the following extensions: .edu.com.vn, gov.com.vn and health.com.vn?

You will have to show proof that you are representing the specified organization in order to be qualified and permitted to register them. You can email transfers@hi-tek.com a digital scanned of the proof document of claim.


15. When does my domain name have to be “LIVE”?

According to goverment regulation, 60 days after your domain name is approved, you must have a working website with functional pages. Otherwise, the goverment has the option to revoke and de-activate the domain name.

Overview

The .vn Registry Lock Service allows domain holders to request server-level protection for their domain names and / or hosts. Registry Lock sets specific status codes on domain names and / or hosts, to prevent malicious or inadvertent modifications, deletions and transfers.

How do I request the .vn Registry Lock Service?

The following steps need to be followed when requesting .vn Registry Lock Services:

HI-TEK will provide the account holder with a form to complete and return to us. The form will require the following details.

The named HI-TEK account holder will nominate a minimum of 2 authorized personnel from their company.
The named individuals will then call a designated HI-TEK contact person and provide a security phrase that will be specific to them.

To enable Request Registry Lock Services on a domain / host, one of the authorized contacts must email the request, accompanied by the relevant order form.

Thereafter the person who initiated the request must contact HI-TEK and confirm their security phrase as well as the contents of the request. HI-TEK will then place the domain(s) / host(s) under the Registry Lock Service and confirm this via email to the authorized person who initiated the request.

Note: Once a domain name or host is locked, any changes to that domain / host must be made through the same secure authentication process.

21 . Does HI-TEK offer services for transferring domain name ownership or name change ownership?

There is a service charge of $350.00 USD plus any notary public and related transfer documents fees and transfer taxes for the transfer Ownership or Registrant Name Change.

To complete the transfer ownership process the new registrant must obtain from the current registrar
1) their consent to the transfer and

2) both new registrant and current registrant must complete (5 forms) the domain name transfer ownership;

3). To pay the transfer tax is calculated at the rate of (Varies) VAT (if applicable) of the total contract value per domain to the Tax Authority Dept. in Hanoi, Vietnam, and

4). To pay a new domain name registration fee ($105 U.S. Dollars/per domain name/per year to register a 3rd Level domain name, and $205 for 2nd Level .VN domain name/per year, and the Vietnamese domain name $205 for 2nd level .VN).

22. Ownership/Registrant Name Change

There is a service charge of $350 plus any notary public and related transfer document fees for the Ownership/ Registrant Name Change (RNCA).

Submission of Fully Executed RNCA

1). Please keep the original RNCA package safe for your records. The Registry (VNNIC)
may request you provide the original RNCA documents; it is for later auditing, if any.

2). A color-scanned copy of the RNCA documents should emailed to Transfers@Hi-Tek.com
for continued processing of your RNCA.

Note: The RNCA processing time may take 1 - 2 weeks after receipt of the completed documents. We will notify you by email upon successful completion of the RNCA.
